Autonomous vehicles (AVs) hold significant promise for enhancing safety and expanding mobility options across communities. However, realizing these benefits without creating new challenges like increased congestion or car dependence hinges on careful policy and strategic integration. The future impact of AVs will largely depend on how governments choose to guide their deployment within existing transportation networks.
Traffic crashes remain a serious concern, claiming roughly two lives every three days in New York. Most of these incidents link to preventable human errors such as speeding, distraction, and impairment. Autonomous technology aims to remove these human factors from driving.
The Promise of Autonomous Vehicles
The potential for AVs to enhance safety is a core argument for their adoption. Data from Waymo illustrates this potential. Its autonomous vehicles recorded 94 percent fewer serious injury crashes. They also had 93 percent fewer pedestrian crashes with injuries and 82 percent fewer injury-causing crashes. This was compared to human drivers over similar distances and environments. The Insurance Institute for Highway Safety (IIHS), an independent body, also found AVs significantly safer than human drivers. It reported 68 percent fewer police-reported crashes and 81 percent fewer injury crashes.
Beyond safety, AVs could address critical mobility gaps. They offer new transit options for residents in areas poorly served by public transport, seniors, people with disabilities, and overnight shift workers. These groups could gain independent travel without needing to own a car or drive themselves. A Chamber of Progress poll indicates that residents see AVs benefiting seniors and individuals with disabilities. Furthermore, AV deployment is creating jobs in manufacturing, maintenance, and fleet operations, many of which offer above-median wages and do not require a college degree.
Addressing Potential Pitfalls
Despite these potential advantages, concerns persist that an unmanaged rollout of autonomous vehicles could exacerbate existing transportation challenges. One significant risk is the reinforcement of car dependence. Without clear policy, autonomous vehicles might increase overall vehicle mileage and congestion rather than reduce it.
Data from other countries shows that nearly half of autonomous vehicle mileage is completed with the vehicles empty. If this trend were to repeat in the UK, for example, it could “reinvent congestion,” according to shared transport charity CoMoUK. This outcome would negate the efficiency gains from autonomous driving. Richard Dilks, chief executive at CoMoUK, warns that leaving deployment entirely to market forces could lead private operators to prioritize profitable urban services. These services might then compete directly with public transport and active travel options.
Policy for Thoughtful Deployment
To prevent a future where empty robotaxis flood streets, governments must establish a guiding vision for integrated mobility. A responsible policy framework involves a measured rollout, including pilot programs, robust public reporting of incidents, and clear safety benchmarks. New York, for instance, is currently in a pause after its Waymo testing permit expired in March. Moving forward, supervised AV programs and cold-weather tests should inform future policy.
CoMoUK suggests specific policy interventions to leverage AVs for shared journeys and public transport integration. These include considering levies on single-occupancy robotaxi trips and offering reduced fares for shared rides. Integrating AV services with existing public transport hubs is also recommended. Connecting AVs to active travel options, such as shared e-bikes and e-scooters, and operating them as shared fleets, similar to car clubs, are further considerations for thoughtful autonomous vehicle deployment.
Furthermore, policy should address the potential for rural communities to be overlooked. Commercial incentives often lead operators to prioritize cities. Subsidies for operators offering AV services in areas not well served by public transport could ensure equitable access. The UK’s Automated Vehicles Act 2024 sets rules for deployment, with ride-hailing operations planned for London later this year. These efforts align with global trends to tighten regulations around new mobility technologies.
The development of autonomous vehicles presents a dual challenge and opportunity for urban and rural mobility. While the technology holds significant promise for safety and expanded access, its ultimate impact depends on strategic government intervention.
